Why are we consulting?
Next year, Music Education Hubs will have been in operation for a decade; changing the lives of millions of children and young people across England through music. Arts Council England (ACE) has been commissioned by the Department for Education (DfE) to undertake a short piece of market research to understand how the market has changed or evolved in that time. To gauge this, and to inform the Department for Education’s future options for music education, the Arts Council has been asked to conduct this survey alongside running a series of in-depth discussions with organisations and stakeholders.
We are interested to hear from all organisations with an interest in working with children and young people to support their music-making. This might include existing Music Education Hub lead organisations or Hub partners, other organisations specialising in music, education, youth work, or those with an interest in local cultural development or partnership building.

Context
Music Education Hubs are partnerships made up of cross-sector organisations which together create joined up, high quality music education provision for children and young people, in and out of school. Regularly assessing need and consulting with children, families and teachers, these partnerships ensure diverse, inclusive opportunities are available and clearly communicated so children and young people can learn instruments and play and sing with others to develop their musical talent. Hub partnerships also provide support to schools and training for teachers. Together, they help drive the quality of local music education, innovate, and provide accountability and value for money.
The current cohort of Hub Lead Organisations were selected via an open application process in 2012 and are responsible for overseeing the strategic functions of the partnerships. Each local partnership is made up of a range of organisations, including Local Authorities, arts and education providers, and youth and community services. Hub partners can contribute to the partnership in many different ways as suits their interests and the needs of the Hub, this might be at a strategic or delivery level. Hub partnerships should have a governance structure in place to ensure oversight of the Hub.

How will survey responses be used by ACE/DfE?
Responses to the survey, except for any personal name and contact information you choose to share, will be shared with the DfE. Arts Council will gather and hold data in line with its organisational policy on data collection which can be viewed here This survey collects metadata to enable us to identify accidentally duplicated responses, and to troubleshoot any errors you have. This will not be shared with the DfE and will be deleted when we have confirmed there are no duplicate responses.
